4. Web-site of the projectAlexey Vishnjakov (www.infoeco.ru) Developed on the basis of php technology (HTML and CSS). Cookies are used once password and login are used. Special administration tool for content management. We can edit the content on-line using web browser. We can manage users priorities. There is a notebook and ready to use. Microsoft SQL, and ArcIMS technology will be used. No limit in volume of data hosted. New server, yet no information. The choice of Microsoft SQL is definitive and is the one of the Committee. 5. Address database of all administration’s working bodies and personal contact; information easy available (web based) including attributes to allow searching. Possible to reach each member of the city administration. Contains address of all staff members of municipal, city, and federal bodies. Other information sources: information system of legal codex. Bloc of “expert Environment” having information about Academy of Sciences, some companies, and state organisations. A good basis to create a stakeholder database. Two GIS databases used by the Environment committee: issued by the city planning committee (digital base map) and the land committee (land cadastral and cadastral in real estate). System unified in GIS for the environment inspection. 118000 companies are registered, with their exact address; user can search by company name or company address and find the real estate or land that belongs to the company. Information is also available for water areas used for economic purposes. All information about area (owner name, use, license data, name of water bodies and description) is available. Database of land planned for regeneration and registered on a digital map. The database contains 19 areas and extend every week.
City is rather weak in that sense. Few web-based resources available: (1) official web-portal of St. Petersburg (text information, news, legal information, and few maps reflecting environmental situation in the city; the air quality is interactive map) and (2) investors geo-information system (ArcIMS system) contains information on real-estate and estate for sale. These are two public accessible information resources. Information resources with restricted resources: (1) information system of emergency survey of St. Petersburg (integrate all emergency services into one system: district administration, city and state and private companies; information is supported by citizens, police, mass media, and committee on emergency) and (2) Green areas of St. Petersburg provided by the Committee that ordered the inventory of green areas (2,000 areas) in the city under city management. This information is important for different kind of end-users and should be distributed under ArcIMS technology tested at the moment in the Committee intranet. Programme of green passport extend to 2007, and started by gathering the information and testing it in committee network. It does not based on html technology. We have to work with different land users and should be developed to use web access through internet and web-based technology. Extremely important to have up-dated based-map. Base-map is difficult and expensive to recreate the map. The committee get each version of the base map issued by the committee of architecture and city planning; very few ecological information as the committee of architecture and city planning is producing this map but is not interested in environmental-related information. The committee for city planning is trying to develop ecological maps; agreement has been reached to work in cooperation with the committee of environment protection. Completion of the work is January 2008. Use of satellite images will not change the map but will enforce the readability of the map. Rules to deal with information are summarised in a documents and rules to access the information either. How the information must be protected. Agreement with these committees restricts the commercial use only of these data; no other restrictions. From the Russian Federation law, ecological information is opened. Everything which is generalised (not concerning a particular object) is opened. Secret and classified information is only concerning dangerous or strategic objects (drinking water intakes). Restrict and manage rights access. Special decree signed in 1998 about the way addresses are managed. Other resources (commercial) organise their data the way they want. The whole city is going toward unification. New initiative to unified information in the city is born a week ago and is difficult to use at the moment. Exist Gos-standards for metadata (following ISO); but is difficult to use and not developed for practical usage. We are yet so far on a blank list. but a lot of new initiatives. |
