Also in order to disseminate information one seminar was organised during the first year in the frame of the project in February 2005. All the partners’ representatives participated in it. The aim of this seminar was a presentation of the project and of the partners experience to local authorities and other interested organisations from Saint-Petersburg and Leningrad region. Two other events closely linked with the main project activities were organised by the Beneficiary not in the frame of this project.

Russian-Finnish workshop “Databases and GIS-applications in environmental management“ took place in St Petersburg 7.09.2005. The aim of this workshop was to exchange experiences and discuss of further cooperation possibilities in data base management and GIS-applications between Finnish and Russian experts in the field of environmental management. The conference “Using of GIS for decisions making in the areas of nature using and environment protection” was organised 25 October 2005 also in Saint-Petersburg. The seminar “Information technologies for environment protection in Saint-Petersburg” took place also in Saint-Petersburg 10-11 November 2005. These three events were organised not in the frame of the project but they were directly related to “ecological passport” of Saint-Petersburg and to information technologies using. The representatives from other regions of Russia were invited to participate in these seminars as well.


Several articles in mass-media and one interview on the radio were done during the first project year to disseminate the results of the project.

So during the first project year the task 2 was successfully realised, all its activities were finished in time. The realisation of the tasks 1 and 7 will be continuing next year. Nearly all other tasks of the project should be started during the next year.


    1. Project management


According the project proposals the planed activities in the area of the project management were the following:

During the reporting period (16.07.05 – 20.01.06) of the project implementation the following activities were realised in the area of the project management:
a), b) and c) These activities were realized during the first reporting period. The 4 agreements between the Beneficiary and the partners are attached to this report in the Annexes 1, 2, 3 and 4.
d) The second Steering Committee meeting took place in Saint-Petersburg 31.10.05 - 3.11.05 (according the decision of the first Steering Committee meeting).

The program of the meeting is attached to this report in Annex 5. The main questions that were discussed and the decisions that were taken are described in the Proceeding of this meeting (see Annex 6).

The detailed work plan for the next project year was developed during the second Steering committee meeting. This detailed plan includes all activities relating Information System development and also their deadlines, budget and the partners’ responsibilities (see Annex 7).
e) During the reporting period one working group was organized by the Steering Committee for realization of tasks 3-5. It consists of 2 EU experts and 3 local experts.

The meeting of this working group was organized after the second Steering committee meeting. The Proceeding of this meeting is attached to this report (see Annex 8).
There are some difficulties in co-operation with a French partner because of changing in CEBANOR structure. A new organization is in progress by the Basse Normandy region. The Regional Development Agency (the French project partner) is integrated into the services of the Regional Council, which will follow the international projects. It will take some weeks before the new organization structure will set up, and than a new responsible person (and new member of the Steering Committee) representing the French partners in InfoCosm project will be chosen.



    1. Progress during the reporting period


1.3.1. The planed activities.

According the project proposals the realisation of the tasks 1, 2, 7 were realising during the second reporting period of the project implementation.

The realisation of the Task 1 is described in the § 1.2 of this report.

1.3.2. Realisation of the task 2.
The following activities were successfully realised:

  1. Clarification of legal and administrative responsibilities (see Progress report №1)

  2. Study of the needs of stakeholders in term of environmental information (see Progress report №1).
  3. Understand economic and environmental issues and tradeoffs at stake in the area (see Progress report №1).




  1. Development of an Information Strategy


The partner’s reviews and report on interviewing formed the background for the Information strategy development, which is the main result of the first year of the project. This strategy will become the basement for the whole Information System development that is one of the aims of the project.

The Beneficiary has organized a tender procedure to find experts for the information strategy development. The invitations to participate in this procedure were sent in 6 different firms.

The Beneficiary has received propositions from 3 firms. The special Tender Commission has selected “Soil and Water Ltd” that has proposed the best experts CV and the cheapest price (7 650 Euro). The contract between beneficiary and “Soil and Water Ltd” is attached to this report (see Annex 9).

The first step to develop an Information Strategy was an elaboration of a Questioner (see Annex 10), that was prepared to clarify the needs of Information System’ users. This questioner was addressed to representatives both of different administrations levels and of other interested organisations.

Information strategy was developed by the project partners together with a subcontractor (international company “Soil and Water Ltd”) on the base of the partner’s reviews, analyze of existing situation in the area and report on interviewing. Information Strategy was published in English and Russian languages (see Annex 11), that will allow to get a feedback from local experts and to evaluate this strategy (if necessary). Information Strategy intends to give essentials in the development of the InfoCosm information system. Beside metadata this information system will offer other information products: reports, maps and graphs, environmental indicators, geographic data etc. In the frame of the project the information will be developed for the priority topics identified in Kronstadt (that was chosen as a pilot district of Saint-Petersburg). This strategy becomes the basement for the whole Information System development. Information strategy development becomes the main result of the first project year.
1.3.3. Realisation of the task 7.
A) Inform the Media
During the reporting period two articles presenting the objectives and the activities of the project were published in electronic reviews of Saint-Petersburg city Administration.

One article was published in Newsletter of Stockholm Region Office in Saint-Petersburg (see Annex 12). One other article was published by our German partners (see Annex 12).

B) Internet site development.
The Beneficiary has organized a tender procedure to find a sub-contractor for the project’ web-site development. A Tender commission has selected the firm “Lank-Telecom” for realization of this activity.

The Internet site www.infoeco.ru (see Annex 13) has been developed in order to disseminate information about the project. This web-based resource also provides information exchange service for the project participants because of the guest book opened for the registered users. This Internet resource is equipped by the high-speed Internet connection and high capacity server. It can be used in multiple user regimes as the information core for the implementation of the further project tasks.

All the news and information relating the project’ realization is regularly published on the project website.
C) Inform stakeholders
1) The one-day information seminar took place in Saint-Petersburg in February 2005 (see Progress report №1).
