Section I – Technical Report
The first 6 months of the project were mostly devoted to project management and information compiling. The project activities were started 1 January 2005. During the first month of the project all the Agreements between the Beneficiary and Partners were signed. Two Steering Committee meeting were organized during the first year of the project. The Steering Committee established the project implementation unit. The information compiling included three kinds of activities. Firstly, each partner prepared review of the responsibilities in the field of environment protection delegated to different branches of authorities in their countries. Compilation of the reviews allowed to develop a general view to the environmental protection systems established in the European countries and to compare it with the rules, which had been formulated in the new Russian legislation. This compilation became a basis for the interviews with the target groups’ representatives, which become a second kind of information compiling. The practice of governing in the Municipal councils and District administrations of Saint-Petersburg was investigated by interviewing the persons responsible for environmental protection on the different administration levels. The group of 3 experts interviewed the representatives of 5 administrations and 17 municipalities in 5 districts of Saint-Petersburg. The report on this investigation describes not only existing practice but also economic and social needs and expectations of the decision-makers on different level. Target district for the project was chosen and it will be Krondstadt, because it has all types of economic activities and municipal and district limits overlapping. Third kind of the information compiling was an analyze of existing environmental data and assessed the needs of stakeholders in environmental information. This analyze was aimed on understanding of economic and environmental issues and tradeoffs at stake in the area The partner’s reviews, analyze of existing situation in the area and report on interviewing formed the background for the Information strategy development that become the main result of the first project year. Information Strategy was developed in the frame of the project by the project partners together with a subcontractor (international company “Soil and Water Ltd”). This strategy intends to give essentials in the development of the InfoCosm information system. Beside metadata this information system will offer other information products: reports, maps and graphs, environmental indicators, geographic data etc. In the frame of the project the information will be developed for the priority topics identified in Kronstadt (that was chosen as a pilot district of Saint-Petersburg). This strategy becomes the basement for the whole Information System development. In order to disseminate information about the project the Internet site www.infoeco.ru has been developed. This web-based resource also provides information exchange service for the project participants because of the guest book opened for the registered users. This Internet resource is equipped by the high-speed Internet connection and high capacity server. It can be used in multiple user regimes as the information core for the implementation of the further project tasks. |
