3. Results of the analysis of stakeholders needs(Thoomas Boren - Irina Pukh) Legal responsibilities and environmental information needs of the districts of St. Petersburg administration and municipal governments. Last part of the report concerns information diffusion. The main legal and environmental responsibilities are in St. Petersburg and not in the municipalities. Democratically important that all layer of the society has easy access to the environmental information. The Aarhus convention has not been signed by Russia, but the country follows the main dispositions. Information does not reach end-users. Target groups:
Difficulty to compile information from different sources. Problems of software and computer equipment that is sometimes missing. Improvement for the target group is that visibility of information will be better. They will easily know where the information is. New organisation or culture toward information in general. More proactive behaviour of deciders or the population. The new Russian law stipulates that near houses responsibilities will be bear by municipalities. Very important function for inhabitants welfare. The third part of the report is based on field works and interviews. Many districts that represent different aspects of the city have been reviewed. Also two NGO were interviewed, of which KEA (web address about the Tacis project web-page) and Friends of the Baltic. Semi-structured interviews. Attitudes among decision-makers, difficulty to get the information. The political reforms running very often does not allow to understand who is doing what. People use informal methods. Money is always a problem. The deciders have too little power, too little money, too little knowledge. The districts have more knowledge and are more professional with regard to environmental issues: stationary and diffuse sources of pollution, environmental risks, energy consumption, contact information. Specification of the information: different kind of information should be provided (different level of knowledge). Social and economics: environmental information and needs are related to social development and data about social and economic development should be included. Include economic information closely related to environment like housing estate. Not all people have idea about sustainable development. People should have the knowledge about city management. First priority: provide meta-information about data. Three main priorities: green areas was one of them, especially in central district; illegal waste dump, and pollution air by the factory because traffic was not able to regulate. Type of target units and target information. Train the district ecologists and teach them the use of IT, they will provide input to the system and be the link with the committee. With such a group that would meet, the system will not be dependant on the person. Municipal districts, other municipalities, advanced users like scientists and students (can express what kind of information they want), and the general public. Needs more systematic approach: target groups should be more defined in a scientific way. We need to define really the target group. Prioritise the information. Try to include future problems. Try to make the difference between what they say they need and what they really need.
Green telephone receives questions and complains from the large public; they still call their office of environment protection of the city and they (Elena) have information about what people need: information about environmental quality, where to call in case of law infringements, water quality, complains against factories addressed to a special department, etc. Statistics exist and can be made available (1,500 calls a year). All districts (17) are divided into 5 groups, based on industrial level, populations, etc. This should be used as a basis for developing the system. The list of districts was actually already provided by the Committee. The administration has also a committee for information of the population. Standard of living exist in St. Petersburg, including environmental and ecological balance, and one objective is to compare the different districts based on the state of the information. Based in this balanced the budget of the city will be shared in order to reduce the dis-balanced. The same approach will be (or could be) used also at the level in the subject of the Federation. |
