Legal acts are regulating information diffusion and exchange: 280 databases and related geographic layers. Resources are divided into 2 parts: resources about the territory of the city and, second, concerning industrial enterprises. About enterprises: air emission, water discharge, waste, payment on resources use, complains about industrial objects and results of inspection. Certainly choose database that present an interest to the particular area. Keep in mind that this system should be further up-dated and managed and that the committee should have enough resources for that.

It's not enough to know what information users needs, but how they will use it. Turku experience shows they need low level of information and they do not need to make any analysis. D. Frank-Kaminiesky examined the experience of Finland and agreed on Finnish conclusions.

A description of all layers of the ecological passport and access rights has been published by the Committee.

Tatiana Iurievna from Kronstadt can tell us what data the district / municipality needs.

The target groups can be defined as: territorial authorities, municipal units, advanced users, and the large public.
      1. Territorial authority


District authority; access to information is not limited. Tatiana and her colleague will be the main users; information should be thematic and prepared such a way that it will be useful in Kronstadt. They will be pre-processed adequately as few people are able to use raw data; also the databases should be accessible;
      1. Municipal units


Municipal units, are independent governmental bodies. The legislative assembly of St. Petersburg described all responsibilities and duties on a case-by-case level. To understand their competencies and the information they need we need to read and analysis their status on a case-by-case. They will not have access to database but they have access to thematic maps.

(German colleague: what about democracy? Very important to have as much information as possible; we try to give decisions maker all possible information we may have, then they can decide themselves what they need and if they will use this data. It should not be the choice of the people preparing the information.) In Russia, in Moscow and St. Petersburg municipal governments are not functioning. In all other Subject of the Federation they do work in big cities with population over a million. Environmental law enacted in 2005 foresees that environmental protection issues in Moscow and St. Petersburg will be dealt by the Subject and that, in January 2006, municipals units were supposed to get all competencies on environmental management, but the reform has been postponed until January 2009. In Kronstadt all problems are yet under the jurisdiction of the District. Now, we should take into account the two different levels: municipal and district level. Also should be specialists able to use data; if today ecologists are present at district level, it's not the case at municipal level.

Information should already exists. We can imagine anything, but realising and further keep it in order should be also possible. All Committee's databases are checked and up-dated by the Committee; in case we use other sources we need to secure update of other sources of information. Also information is not always tiled at the level of the municipal district; some information from Federal level may reach the city with a big delay.

(German colleague: The most important is not the data available, but that it is possible to integrate it. Further, we may decide who has the access to the data, and therefore we should have as large access as possible. Especially municipalities should have access to all information). Municipalities need only that information that are really using. The well known law 122 adopted in 2004, the competencies of the Subjects of the federation were to go down to the municipal level, but now it's postponed to 2009 because the country is not ready. For example, people are not taking part to the municipal elections as they do not understand what the latter are doing. In most cases databases are not needed by municipal. Usually municipalities are not turning toward district level to get information. Security issues are centralised at city level (e.g. Anti-viruses) and opening this system to others can be problematic.
      1. Advanced users


Third group of users: students, researchers, etc. are usually working by comparing and analysing information of different districts or area. The Committee may make available information on request, not only on Kronstadt. The Committee resources are opened and free. Legal system contains this information and everybody may knows what kind of information owns the Committee. According to the law on informatics, we may provide information, with the restriction of information concerning a particular company. Organisation needing these data may request the data.

On the site of the Committee are hosted thematic maps and their number is growing. Data on air pollution is up-dating all the time. Detailed thematic maps for Kronstadt will be on the site, together with information on pollution. In case somebody needs more information they can address a request.

Group of municipalities and advanced users can be merged into one group of users, with the difference that we will train the municipal officers.
      1. General public


Information should be presented in the most general form. Most probably, thematic maps but not sure. They could be static and not inter-active. Population should have access to metadata catalogue.
