Alcohol Taxes Could Rise to Counter Teenage DrinkingCelebrity booze culture came under fire from the Government yesterday as a Home Office minister gave the clearest signal yet that tax on alcohol will be raised to curb drinking problems among young people.

Ms Hillier said reducing the availability of cheap alcohol was among the measures being reviewed by the Government. The review is also looking at raising the duty on some alcoholic drinks which experts believe will hit young people harder because of their limited incomes. "I want to hear people's views about alcohol pricing. We will publish that review in 2008 and it may lead to some changes," she said.
The Wine & Spirit Trade Association (WTSA) said it was "too simplistic" to cite cheap alcohol as the cause of antisocial behaviour.
The debate was sparked by the killing of father-of-three Garry Newlove, who died of head injuries on Sunday after he confronted a gang outside his home last Friday. Three youths, two aged 15 and one aged 16, appeared in court charged with Mr. Newlove's murder. A fourth, Adam William Swellings, 18, from Crewe, was also charged with his murder yesterday.
After the hearings, the chief constable of Cheshire, Peter Fahy, called for tougher measures to curb drinking among young people, which, he said, had fuelled the violence.

President George W Bush has invited the world's most polluting nations to discuss cutting global emissions at a climate change summit in September, during the same week that the United Nations is holding a similar conclave.

Asked whether the White House conference was aimed at competing with or deflecting attention from the UN meeting, a U.S. presidential spokesman said: "No, this is an effort to help supplement the ongoing efforts on other places around the world."
At the G8 summit, Mr. Bush agreed to make "substantial" but unspecified cuts in emissions and to negotiate a framework to seek a replacement for the Kyoto Protocol by the end of 2009.
The US is not a party to the Kyoto agreement and large developing countries such as China, India and Brazil are exempt from its obligations. Earlier this year it was estimated that China had overtaken America as the world's top producer of greenhouse gasses.

The town, then, later in the day.
And yet another harvest.
Grandfather stood on the wide front porch like a captain surveying the vast unmotioned calms of a season dead ahead. He questioned the wind and the untouchable sky and the lawn on which stood Douglas and Tom to question only him.
“Grandpa, are they ready? Now?”
Grandfather pinched his chin. “Five hundred, a thousand, two thousand easy. Yes, yes, a good supply. Pick ’em easy, pick ’em all. A dime for every sack delivered to the press!”

The boys bent, smiling. They picked the golden flowers. The flowers that flooded the world, dripped off lawns onto brick streets, tapped softly at crystal cellar windows and agitated themselves so that on all sides lay the dazzle and glitter of molten sun.
“Every year,” said Grandfather. “They run amuck; I let them. Pride of lions in the yard. Stare, and they burn a hole in your retina. A common flower, a weed that no one sees, yes. But for us, a noble thing, the dandelion.”

The words were summer on the tongue. The wine was summer caught and stoppered. And now that Douglas knew, he really knew he was alive, and moved turning through the world to touch and see it all, it was only right and proper that some of his new knowledge, some of this special vintage day would be sealed away for opening on a January day with snow falling fast and the sun unseen for weeks or months and perhaps some of the miracle by then forgotten and in need of renewal. Since this was going to be a summer of unguessed wonders, he wanted it all salvaged and labeled so that any time he wished, he might tiptoe down in this dank twilight and reach up his fingertips.
And there, row upon row, with the soft gleam of flowers opened at morning, with the light of this June sun glowing through a faint skin of dust, would stand the dandelion wine. Peer through it at the wintry day—the snow melted to grass, the trees were reinhabitated with bird, leaf, and blossoms like a continent of butterflies breathing on the wind. Text 3CHALLENGES IN ENVIRONMENTAL PROTECTION
The main issues for developing countries like Brazil and Mexico are that protected areas suffer from encroachment and poor management. In Brazil, protected areas are increasing but there are significant challenges caused by human impacts. Logging and mining are potentially huge threats to protected areas. Between 1998 and 2009, 12,204 km of forest within protected areas was cleared, with 1,338 mining titles being granted and 10,348 awaiting approval. Developing countries need to allocate more money from their budgets if they hope to address these problems in environmental protection.
Several challenges face African governments in implementing any environmental protection mechanisms. In Tanzania for example the challenges include: lack of financial resources to manage protected areas, poor governance and corruption and significant illegal logging and hunting. Also with such large allocations of land to national parks has been the displacement of indigenous people and a lack of local participation in environmental decision-making processes. As a result of these factors recent calls have been madeto allow “parks with people” as one means to support better overall management and care of the land.
Due to the Australian climate being dominated by desert and semi-arid regions, most of the environmental protection challenges focus on availability and management of water resources.
Case Study. Franklin River Dam: In 1979, the building of a hydroelectric dam was proposed on the Franklin River in Western Tasmania. The advantages of this project would be increased power production and the creation of job in a region with one of the highest unemployment rates in Tasmania. Conservationists were concerned about the high concentration of Aborigina sites and that it was one of Australia's last true wild rivers. The issue quickly became a focus of environmental protection, with the Tasmanian Wilderness Society leading the resistance movement. The situation escalated from a state referendum to a public blockade of construction,
eventually leading to federal legislative intervention and a state challenge in the High Court. The state lost the case with the area proclaimed the Franklin-Gordon Wild Rivers National Park in 1981, part of the TasmanianWilderness World Heritage Area.
