Торговое равновесие в таможенных союзахи в зонах свободной торговли Целью настоящего доклада является применение равновесного подхода к изучению процессов формирования и функционирования интеграционных торговых образований – зон свободной торговли и таможенных союзов. В качестве теоретической базы исследования использованы основные монографии по анализу таможенного регулирования внешней торговли – работы Кемпа (1969) и Ванека (1965), а также базовое исследование Мида (1955) по теории международной торговли. Исследование проводится в рамках предложенной автором модели равновесия рынков, носящей динамический характер и рассматривающей, в отличие от общепринятой статичной системы рыночной экономики, достижения международного торгового равновесия, как итог осуществления совокупности множества независимых сделок на частичных рынках. Использованный подход в большинстве случаев является более корректным и соответствующим действительности, чем методы, широко применяемые ранее. Предложенный в докладе анализ состоит из трех основных частей. В первой части кратко рассматриваются особенности процесса достижения состояния равновесия в условиях свободной торговли между странами. Затем исследуется влияние тарифов, наложенных одной из стран, или всеми одновременно, как в случае сходных экономических систем (то есть стран, экспортирующих и импортирующих одни и те же виды товаров), так и несходных экономических систем (структуры внешней торговли которых существенно отличаются). Во второй части предполагается, что рассматриваемые страны – несходные экономические системы. В этих условиях анализируются возможные эффекты от введения различных форм преференциальной (льготной) торговли между ними. Наконец, в третьей части анализ и теоретические построения второго раздела распространяются на случай стран – сходных экономических систем с подобной товарной структурой внешней торговли. Отдельно в докладе излагаются некоторые разработанные автором подходы к формированию и реализации оптимальной тарифной политики стран-участниц интеграционных торговых образований. Доклад направлен на развитие знаний и расширение методологического аппарата в сфере международной торговли и международной торговой политики. Его выводы могут быть использованы как для анализа и оптимизации функционирования существующих торговых блоков, так и для оценки перспектив образования новых торговых альянсов и вступления стран в действующие объединения, в частности в ВТО. The process of the internationalisation in Russia has not only encompassed an inward internationalisation such as the development of foreign direct investment (FDI) and the imports of goods and services, but also an outward internationalisation – the exports development and establishment of the production units abroad. As a result, the integration of Russia to the world economy has become more profound. The internationalization of Russian companies is often referred led by large enterprises of energy sector and metal industries. These both sectors have enjoyed high prices of commodities, which have provided them resources for large scale international expansion. However, other developments can also be detected. There are “newcomers” newly established Russian ICT companies, which have started rapid international expansion. Both traditional exporters and newcomers seem to expand first to traditional home markets such as CIS countries. After securing strong market position in home markets, they have expanded to developed markets of European Union member countries and Americas. This paper aims to offer three views on the internationalisation of Russian companies. Firstly, analyzing internationalization modes and motives of traditional exporters of natural resources. Secondly, claiming that Russian international expansion has long been present in CIS countries, but detected only by western community when companies have started to expand in more developed markets. Thirdly, presenting that Russian internationalization is also strongly proceeding in the high-tech industries such as ICT. The Russian companies’ internationalisation development has been very rapid. According to the Russian central bank’s official data, Russian outward FDI stock was 140 bn USD in 2005. This ambitious internationalisation of Russian companies is often seen as part of Kremlin’s geopolitical strategy. However, Russian internationalisation is mainly driven by commercial interests. Similarly, the overall success of Russian companies’ investment strategies is, in most cases, not down to political influence, but is based on the specific synergies Russian companies can bring to their targets: experience of difficult business environments, flexible decision-making, financial strength and low-cost resources (EIU, 2006). Russian internationalising companies range from state-owned energy companies, to privately owned metal industry companies and new comers of ICT industry. Due to their historical backgrounds, they are at various stages of internationalization process. Authors would like to emphasis the wide spectrum of Russian internationalizing companies even they seem to have similar geographical paths for their international expansion. Firstly, securing their market positions at CIS countries “home markets” and then expanding into developed markets of European Union and other industrialized markets. To conclude, theories and models of internationalization can generally aid in understanding the increasing expansion of Russian corporations abroad, though some minor modifications might be needed. Moreover, the findings of this study support that internationalization should not be exclusively explained by strategic rationality (FDI theory), evolution (stage models) or social relations (network perspective) but they should be combined. Perhaps, a new component in the internationalization – the operations of Eastern companies in the West – will aid us to understand internationalisation from the perspective of internationalising companies from emerging markets. |
